Organisational Context


east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,
Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most
towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,
Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford.

Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the
Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in
innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

Position Objectives

The Payroll Advisor:

  • Is accountable for the provision and facilitation of timely, compliant and trusted specialist payroll services and
advice across
  • Provides timely and accurate preparation and processing of fortnightly payroll, ensuring appropriate authorisation
is performed.
  • Facilitates ongoing continuous improvement opportunities for processes and service support to enhance end user
experiences.
  • Reviews, maintains and enhances our payroll system to ensure capabilities are being fully utilised, ensuring data
integrity and system performance.

Key Responsibility Areas

  • Ensuring the provision and facilitation of end-to end timely, compliant and trusted specialist payroll services and
advice across the Corporation ensuring proper authorisation is performed. Including but not limited to:

o Fortnightly payroll processes.
o Month-end processes.
o Year-end processes.
o Payment of Payroll, PAYG, Superannuation and other payroll deductions.
o Liaising with and completing payroll reporting for regulatory bodies such as Superannuation Boards, ATO,

Government Departments, VPSC and other external bodies as required.
o Extracting data from the payroll system to support the provision of a range of reports that assists with

monitoring the human resource performance of the Corporation.
  • Administrating the payroll system, facilitating system upgrades and/or configuration changes as required through
software development, changes to the Enterprise Agreement and/or Industrial Relations.
  • Overseeing and maintaining compliance with relevant legislation (i.e. Fair Work, ATO), Enterprise Agreement and
internal policies to ensure payroll activities align with legal standards.
  • Undertaking processing of payroll changes throughout the employee lifecycle from onboarding through to
offboarding.
  • Reviewing and maintaining the accuracy of data entered within the payroll system, data cleansing as required.
  • Undertaking User Acceptance Testing (UAT) and configuration of our Payroll Systems.
  • Providing ongoing troubleshooting and support for issues that arise regarding payroll.

Organisational Relationships

This role reports to the Manager People & Culture and liaises with internal and external stakeholders such as software
vendors, account managers, regulatory bodies and peers in water corporations or government agencies.

Accountability and Extent of Authority

  • Responsible for the quality, accuracy and timeliness of services, information and advice provided under the banner
of the People and Culture Business Unit to internal and external stakeholders.
  • Provide specialist advice relating to the position and other Human Resources related information to staff and
management in accordance with applicable Corporation policies and procedures.
  • Identify and implement improvement opportunities/process efficiencies within the Payroll function (or People &
Culture Business Unit) with limited guidance.
  • Responsible for the investigation and resolution of problems encountered within the systems with limited
guidance using skills and experience, consulting with external vendors where appropriate.
  • Ensure the payroll system meets business, security and legal requirements, liaising and working with
vendors and internal stakeholders where appropriate.
  • Review and develop policies and procedures pertaining to the payroll function as required.


Judgement and Decision Making

  • Ability to interpret the Enterprise Agreement, Industrial Relations advice and human resource
information.
  • Ability to make judgements and decisions in accordance with the highest professional standards and the
Corporation’s policies and procedures with limited guidance.
  • Ability to analyse and resolve problems with limited guidance or advice available, utilising own practical experience
or external resources where appropriate.

Specialist skills and knowledge

  • Working knowledge, understanding and interpretation of the Industrial Relations system, Awards, Acts, Enterprise
Agreements and Industrial Relations legislative applications.
  • Technical ability to operate a Human Resource Management System (HRMS) from a system administrator
perspective.
  • Advanced computer skills including the Microsoft Office Suite.
  • Proficient in the interpretation, analysis and maintenance of high-level confidential data.
  • High level critical thinking with the ability to analyse, assess and resolve problems with limited guidance.
  • Demonstrated competencies in conceptual, analytical, complex problem solving and investigation skills.
  • Resolution of problems encountered with systems using own practical experience or utilising the expertise of
external resources as required.
  • Ability to identify and implement efficiencies using own practical experience and innovation.

Management Skills

  • Advanced abilities in managing time, setting priorities and planning and implementing work programs so as to
achieve required objectives within the resources available and within set timetables in an environment of conflicting
priorities.
  • Ability to manage numerous resources and/or programs with competing demands.
  • Demonstrated ability to work independently and consistently meet tight deadlines in a pressured and changing
environment.
  • Ability to lead digital transformation and system maintenance processes, coordinating internal and external
resources such as IT or software vendors as required.
  • Ability to work unsupervised on matters relating to system monitoring and analysis, troubleshooting and escalating

issues with external vendors as required.

Interpersonal Skills

  • Professionally liaise with internal and external stakeholders at various levels such as Executive, Board,
Superannuation Boards, ATO, Government Departments and other internal and external bodies as required.
  • Ability to maintain strict confidentiality on all matters associated within the People and Culture function.
  • Provide a highly professional, responsive and customer-oriented approach at all times.
  • Maintain ethical and transparent working relationships.
  • Interact proactively and work with employees at all levels of the organisation to resolve payroll matters.
  • Professionally deliver clear instructional communication both written and verbal to internal and external
stakeholders.
  • Demonstrated analytical skills with the ability to problem solve and provide recommendations for business
solutions.
  • Guide, motivate and train employees in the operation of our people systems.


Qualifications and Experience

  • A relevant qualification or substantial relevant experience in an integrated Payroll and Human Resources
Information System (HRIS).
  • Well-developed knowledge of and experience in the application of contemporary HR procedures and practices.
  • Demonstrated experience identifying and implementing process and system improvements.
  • Demonstrated experience working in a relevant system administrator capacity.
  • Working knowledge and application of the following within the payroll function:

o Application of Enterprise Agreement and statutory requirements;
o Remuneration;
o Superannuation;
o Deductions and allowances

  • High level technical competency with software applications.
